The 8-hour, 16-hour and 12-hour HCSSA training a personal assistance services administrator needs — and a surveyor to rehearse with before the real one arrives.
Before designation as an administrator or alternate administrator, you must complete 8 clock hours of initial training covering topics specified in §558.259(c), including HCSSA licensing standards, client rights and responsibilities, emergency preparedness, and complaint investigation procedures. Within your first 12 months in the role, you must complete an additional 16 clock hours of training per §558.259(d). After your first year, you must complete 12 clock hours of continuing education annually per §558.260.
A personal assistance services agency is licensed and surveyed under the Texas Administrative Code, Title 26, Part 1, Chapter 558. There is no Medicare condition-of-participation layer on top of it: what a surveyor tests is the licensure record itself — the individualized service plan signed and in the file (§558.404(f)(2)), the supervisor visit that determined the services (§558.404(f)(1)), and the documentation that the services were actually provided per that plan (§558.404(f)(3)).
On a routine licensure survey the request list runs to the client census for the past 12 months, ten client records active and discharged, personnel files with Nurse Aide Registry and SEMARC searches, the QAPI plan and committee minutes, the complaint tracking log, and the administrator and alternate training and CE certificates.
